Where Does This Money Come From? The SBIR law mandates that each federal agency with a budget for extramural research or R&D that exceeds $100 million must establish an SBIR program. What this means is that there are government agencies that must set aside 2.5% of their total R&D budgets to fund SBIR projects. And, here are the amounts that were set aside for FY2004 by various agencies:
